Ukraine’s President Volodymyr Zelensky has threatened potential prosecutions for Kyiv officials if they fail to keep air raid shelters open to the public.
This failure contributed to the deaths of three people during a Russian missile strike in Kyiv on Thursday.
A nine-year-old girl, her mother and another woman died while trying to use a shelter, only to find it was closed.
Zelensky says shelters should be open 24-hours a day.
