In December, the Taliban banned women from working for aid agencies, and claimed they had broken dress codes by not wearing hijabs.
The move prompted many organisations to stop all operations in Afghanistan.
The Norwegian Refugee Council has been meeting Taliban officials, in an effort to restart aid operations and allow female staff to work.
