On Halloween weekend last year in Seoul, South Korea, more than 100,000 people descended on the city’s Itaewon neighbourhood – a popular nightlife district.

They funnelled into a narrow, steep passage from three directions, until it became so tightly packed people could not move.

Nearly 160 young people died in the resulting crush.

A year on, no one has been held responsible.
