The US said it expects the transitional council will be appointed in Haiti within the next two days, as the violence-ridden country is left without a leader.
It will be tasked with nominating a new leader after the resignation of Ariel Henry on Monday.
The UN said it strongly hopes the agreement will help end the violence carried out by the gangs that control much of the capital.
