At least 72 people have died in the south-east of Spain, where flash flooding has caused “enormous destruction”.
Rescue teams are working to find those feared missing, but damage to infrastructure has made some communities hard to access.
Spanish Prime Minister Pedro Sanchez promised residents in affected areas that they would not be abandoned, and announced a three-day mourning period.
There has also been criticism of the civil protection agency – which is deployed during natural disasters – as it did not issue an alert until 20:15 local time on Tuesday, when the flooding had already caused a great deal of damage.
